Joseph F. Vince, PE, LS, PP, CME
PresidentJoe is a graduate of Fairleigh Dickinson University with a BS in Civil Engineering Technology. He is also a graduate of New Jersey Institute of Technology with a BS in Surveying Engineering Technology. Joe is licensed as a Professional Engineer, Land Surveyor, and Planner in the State of New Jersey. He is also a Certified Municipal Engineer. He has been practicing civil engineering, land surveying, and planning since 2005. Joe has worked for another consulting engineering firm and a design/build engineering and construction company in the past. He has been involved with business management since 2011 and has owned businesses since 2013. He has extensive experience with the planning, design, permitting, inspection, and construction management of residential and commercial site plans, subdivisions, environmental, community association, and municipal projects. He also has experience with structural and forensic inspections. Joe has been accepted as an expert witness by over 100 land use boards and Superior Court in New Jersey. He represents Municipal Planning and Zoning Board’s as the Board Engineer. Joe is an adjunct professor at New Jersey Institute of Technology in the surveying department.
David A. Hals, PE, LS, PP, CME
Vice PresidentDave is a graduate of New Jersey Institute of Technology with a BS & MS in Civil Engineering (1982, 2012), and Paul’s Smith College, Associate of Applied Science (1977). Dave is licensed as a Professional Engineer, Professional Land Surveyor, and Professional Planner in the State of New Jersey. Dave is also a Certified Municipal Engineer. Dave has been practicing civil engineering and land surveying since 1977 and has owned businesses since 1988. Dave has extensive experience with the planning, design, permitting, inspection, and construction management of all types of municipal engineering, site planning, and subdivision projects. He has been the municipal, consulting, planning board, and zoning board engineer of several municipalities throughout Northern New Jersey. He has testified before more than 100 municipalities in the State of New Jersey. Dave has been accepted as an expert in all three licenses before Planning Boards, Zoning Boards of Adjustments, Boards of Health, and Superior Court in Bergen, Morris, and Passaic Counties. Dave is the president of the Long Hill Office Plaza Condo Association in Oakland, New Jersey.
Thomas E. Chadwick, PLS
Senior Land SurveyorTom is a graduate of Paul Smith’s College with an Associates of Applied Science in Forestry and Surveying. He is a licensed Professional Land Surveyor in the State of New Jersey and a member of the New Jersey Society of Professional Land Surveyors. Tom has been practicing land surveying since 1979 and has been licensed since 1988. He has extensive experience in boundary surveys, location surveys, topographic surveys, ALTA/NSPS surveys, route surveys, wetlands surveys, hydrographic surveys, tree surveys, elevation certificates, and construction layout.
Gary R. Callahan
Project Manager/InspectorGary attended both William Paterson College and New Jersey Institute of Technology. He has been practicing in all aspects of civil engineering, surveying, construction project management, and supervision since 1972. Gary assists with municipal reviews, coordinates and oversees capital improvements projects, and is responsible for the yearly municipal map updates. He regularly works with town residents and business owners to address individual problems and concerns during the construction process.
Mark Nicol
Engineering TechnicianMark has been involved in the design and drafting of civil and structural engineering projects since 1985. He has experience with all phases of site plans, subdivisions, surveys, and municipal projects. He also has experience with performing surveying field tasks.
Paul Klohe
Engineering TechnicianPaul is an engineering technician and community representative/inspector at Schwanewede/Hals Engineering. He is a graduate of Fairleigh Dickinson University with a BS in Civil Engineering Technology. He has been working for construction and engineering companies since 2002. Paul has experience in design and drafting and inspection of civil and structural engineering projects. He has assisted in managing construction projects ranging in cost up to 1 billion dollars. Paul has completed all New York State home inspector training courses.

He has experience with all aspects of land surveying field work including boundary surveys, location surveys, topographic surveys, ALTA/NSPS surveys, route surveys, wetlands surveys, tree surveys, elevation certificates, construction layout, GPS data collection, and laser scanning.
